Dubai E-Scooter Fine Checker
This checker provides a quick reference to the fines schedule attached to Dubai Executive Council Resolution No. 13 of 2022. It does not connect to RTA, Dubai Police, UAE Pass or any personal traffic record. It cannot confirm whether a fine has been issued, identify the exact offence written on a notice or predict how an authority will classify a particular incident.

The legislation requires riders to follow the speed set for the particular lane. RTA’s current e-scooter guidance also states that the maximum e-scooter speed must be set at 20 km/h. Do not assume that every location has an interchangeable rule: follow posted signs and current RTA instructions.
Helmet, lights and phone use
Dubai’s resolution requires compliance with safety rules, including a protective helmet and reflective vest. Its published schedule assigns AED 200 for failure to meet prescribed security and safety requirements. The resolution also requires a white headlight, red tail light, rear reflector, bell, suitable tyres and front and rear brakes. The schedule assigns AED 300 where a cycle does not meet its technical requirements.
The schedule does not list a separate offence named “using a mobile phone while riding.” Depending on what happened, authorities may record another applicable violation, such as dangerous riding or failure to follow safety requirements. For that reason, this tool does not invent a fixed phone-use amount.
Do personal e-scooters need registration?
The reviewed Dubai resolution establishes a rider permit requirement for e-scooter users in designated areas. It does not provide a general fine labelled “unregistered personal e-scooter.” A permit and vehicle registration are not the same thing. If your notice uses registration-related wording, check the record directly with the issuing authority instead of relying on an online estimate.
What happens after a repeat violation?
The resolution states that RTA may impound a cycle for 30 days when the same violation is repeated within one year, where the violation poses a safety threat. It may also ban the person from riding for a period determined by RTA. This does not mean the calculator should automatically double the listed fine; the published administrative measure is separate from the scheduled amount.
How to check and pay an actual fine
- Open the official RTA Fines Enquiry and Payment service.
- Enter the requested identifying information or sign in with UAE Pass where offered.
- Review the recorded violation, authority, date and amount before paying.
- Use the official payment channel and retain the receipt.
If the fine is not visible online, use the contact information on the notice or contact the issuing authority. IonicRide cannot access or dispute a visitor’s private fine record.
Can you challenge a decision?
Article 12 of the Dubai resolution says an affected person may submit a written grievance to the RTA Director General within 30 days of being notified of a decision, procedure or measure under the resolution. The appropriate route depends on which authority issued the notice, so confirm the current procedure with that authority before submitting documents.
